Although you could, the technical and regulatory difficulties would be very high. Most composites don't do well with very high shear loading, which is the case for crane hooks. (Think about it: all of the applied load is shunted around the shackle... high shear.
)If you want to try, I would suggest a malleable matrix (metal matrix, maybe) to handle the shear and careful fiber placement to bear fiber load in tension as much as possible. When you test, be sure to get adequate numbers of replicate tests. The scale of imperfections in composite materials is much larger than the scale of such imperfections in metal materials used for crane hooks. Therefore, the effect of such imperfections would be magnified in the composite hook.
A single "success" in testing would NOT be an indication of an appropriate design and embodiment. Many tests would be required to show that the statistics of the imperfection distributions compared to the "average" strength of the hook allows an adequate margin of safety. Because this is a risk-to-life item, the 3-sigma limit on failure loads should be a minimum 5 times the rated load.
